I think the answer is D
The last part of the sentence is a big clue...we are talking about time...we need to use "when".
That leaves us with B and D.
B messes up by using "were" , a subjunctive used to denote a hypothetical situation or some thing that is not in existence.
Also "earliest beginnings" is redundant .
D is best.
