We'll use the  Logical  approach, since this question is all about following the logic of the argument. 
The claim can be summarised thusly: 1) we shouldn't authorise drugs without enough information, 2) we don't have enough information about antihistamine, 3) conclusion: we should reduce drugs in general. 
 This argument doesn't make any sense, UNLESS we assume that we know even less about most drugs than we do about antihistamine. This is exactly what (A) tells us. 
 
As always, we can also go the  Alternative  route and use the answers, though this may not be as efficient.

(A) The social impact of the new antihistamine is much better understood than that of most new drugs being used  great! if we know men less about other drugs, we definitely don't want to approve them 
(B) The social impact of some of the new drugs beings tested is poorly understood  this does somewhat strengthen the argument somewhat, but not as much as (A). We are only told this about SOME new drugs, whereas the conclusion is about all of them 
(C) The economic success of some drugs is inversely proportional to how well we understand their social impact.  Which new drugs? how many? and is their economic success high or low? without more information, this doesn't mean much  
(D) The new antihistamine is chemically similar to some of the new drugs being tested  this tells us SOME of the new drugs should be reduced, but the conclusion is about most of them 
(E) The new antihistamine should be on the market only if most new drugs should be on the market also  confusing and not informative

IMO B. It seems best.

I can understand A as an answer if the last word in the answer choice was tested. Easy logic to follow. We know little about drug A and we know even less about other drugs therefore we should be hesitant to put them to market. Used is very different and implies that they have already been brought to market. Is this just an oversight or mistake? It obviously happens and people do a great job posting these free resources. If it isn't though, the answer choice just doesn't seem to make sense to me. B would be a better choice since it impacts drugs that are actually tested.

1.) B is Clear inference and not an assumption
2.) Also, B uses "Some"

Why D is Wrong - 
1.) It uses "Some" - Good Option but We have better

Statement 1 - Social Impact of antihistamine is far from clear (Not Clear at all)
Let's Rate Social Impact of antihistamine out of 10 - 5/10

Statement 2 - The social impact of the new antihistamine is much better than that of MOST new drugs being tested
Let's Rate Social Impact of Most New Drugs out of 10 - 2/10

So, It says basically antihistamine is kinda not reliable, and Most New Drugs are even more unreliable - which strengthens this statement

Just to add more as to why A is clearly right.

See how the argument concludes about all "newly being tested" medicines based on the evidence about the "histamins".

Clearly, A strengthens this loophole by stating that "newly tested" ones are even more unknown (social impact) than histamins, which themselves are poorly known socially.

This strengthens by connecting that missing link.
