I believe that the best strategy is to make the most valuable questions first and then make ones that are less valuable, and then all the others.
Have you already tried your strategy at the real test? what was the result?

The questions at the beginning are the most valuable, that's why everybody should spend more time on them (if needed of course)

So far I've tried it only on mock test, with a positive outcome
