In order to help the most famine-stricken areas of the world, genetic engineers have proposed injecting certain animals with the growth hormone Iipazine, which increases the animals' ratio of meat to body fat. E. Lipazine has been shown to cause sterility in certain animals.
Notice that the physician uses the following assertion to support the conclusion.

Humans can ingest as much as fifteen milligrams of Lipazine daily. and no animals would ever receive a dosage higher than ten milligrams.

While the question is not carefully written, presumably, what the physician is saying is that humans can safely consume as much as fifteen milligrams of Lipazine daily, in which case, humans would not be among the "certain animals" in whom Lipazine causes sterility.

So, the idea is that (E) has no effect on the argument.
