Since vs From
The word ‘since’ to talk about the starting point of actions, events, or states of being. ‘Since’ is used to refer to when something began or started; 'since' generally represents an unfinished action. ‘Since’ is always used with a specific time, date, or age (7:00pm, January, or 5-years-old, prehistoric time). ‘Since’ is generally used with the present perfect, past perfect, and past perfect continuous tenses.
The word 'from' is generally used for completed actions. It also uses a preposition to indicate the end of the action.
So, here we have to decide only between (A) and (B).
(B) is too wordy.
The best answer is (A).

Its a 2/2 split of since vs from - (after October.....its awkward, exclude E);
When a specific time has been mentioned, usage of since is accurate & if the action has started then & still continuing, like it is used here as Present perfect tense, it is correct.
From is used for a task that is already performed.
So A or B, in B, "at which time"... it is not a good usage.
