IMO answer is A .

A. with pronunciations given --> Short and sweet.
B. that has pronunciations given --> Awkward construction
C. with pronunciations’ given --> Possesssive error.
D. that have pronunciations given ---> Subject is singular but have is plural
E. that do have pronunciations given --> same error as D.

It is wordier compared to A. There seems to be no need for "that has" when a simple with will suffice.

I chose Right answer only, but my question is can I use that(singular) with dictionaries (plural)? If not than only two options left and c is clearly not right.. answer is A.

I think B is wrong because of redundancy and passive voice. Looking to hear other's opinions on the matter.

B.  that has   given

"that has"  accomplishes the same thing as  "given" , and the structure is passive. 
B would be right is "given" was not in the sentence.

A.  with   given

More concise than B.

One way to use  that  is with a noun  after  it:

1.   That  person    but not   that persons  
2.   That  question    but not   that questions

This kind of  that  can be used only with singular nouns, and its plural form is  those :
3.   Those  people    but not   those person  
4.   Those  questions    but not   those question

However, when  that  is used to refer to a noun  before  it, there is no such restriction (and  those  cannot be used):
5.   A question   that   is ... 
6.   Questions   that   are ...

Official Explanation

This is the most economical wording of the modifying prepositional phrase.  “That has” (B)  is unwieldy and superfluous. The plural  “pronunciations”  is not possessive and thus should not have an apostrophe  (C) .  “Have”    is plural, disagreeing with the singular subject.
