This is really bad advice for someone who has trouble finishing RC on time. I'd say this strategy only works for fast readers who keep overlooking key points.
For slow readers, skim, identify the thesis of each paragraph, and use the questions to tell you what additional information you need to learn from the passage.

The ideal reading speed in order to apply this strategy is 125-150 words per minute.
