Why is the answer not D? Is it because it's questioning implementation vs understanding i.e. it is presuming implementation to not have an effect because it is a standardised program?

Conclusion here is---Mandating Standardized teaching program is reducing teaching ability of teachers so is flawed.
Reasoning provided-- Students are learning less from teachers who have taken this program than from who haven't.
Clearly argument is saying implementation of program is wrong but doesn't say anything about program itself.
So option  (B) The educational research on which the standardized teaching programs are based is sound.-- is correct as it shows the assumption of the author regarding Program quality itself. 
Option (A) Teachers differ in their ability to teach in accordance with standardized programs. -- is incorrect as it just reiterates premise and doesn't include new information.

(A) Teachers differ in their ability to teach in accordance with wi th standardized programs.  INCORRECT. Nothing about the difference in the teacher's ability is stated in either the premise or the conclusion.  
(B) The educational research on which the standardized teaching programs are based is sound.  CORRECT. IF we negate this then the conclusion falls apart, if the educational research is not sound then it is not the fault of the administrators, hence if the transalation is the issue then the educational research must be sound.  
(C) Researchers should be the ones to translate their own research into teaching programs.  INCORRECT. The translation by administrators is flawed, this does not mean that the researchers should translate it themselves, they could be translated by a teacher or a third party for all we know.  
(D) The ways in which teachers choose to implement the programs are ineffective.  INCORRECT. The conclusion points that the flaw is of the admnistrators the teachers are no where brought into the conclusion.  
(E) The level of student learning will vary from state to state.  INCORRECT. Nothing in the premise or conclusion states this.
