In this question since schedule is given thus the order does matter right? In case there was a partition problem and asked in how many ways can we divide the ppl then answer is divided by 3! right?

The questions assumes that it's not necessary Ezra to be assigned to different departments each shift. So, for the 3 shifts, he can be assigned to AAA, AAB, AAC, ..., EEE. Basically for each shift he has 5 options and thus the answer is 5*5*5 = 125.

Answer: E.
