This is a great candidate for rounding. You can solve it in ~60 seconds which is well under the 150 average for the correct answer.
The reason for rounding is all the answer choices are about 2000 different than each other. A few percentage points wrong either up or down won't be more than 1000 off the right answer so you're going to be in the right ball park.
4/9 = .44 which can be rounded up to .5
8/17 = .47 which can be rounded up to .5
1/2 of the sample has 2 blue eyes parent
1/2 of the rest of the sample has 1 blue eyes parent
1/2 plus 1/4 is 3/4
3/4 of 9180 is about 6750, which is a few hundred over choice D, 6,480.
You know you rounded up so your answer is going to be a little bigger than the real answer.
Remember a few percentage points error of 1000 is going to be no more than +/- 50. These answer choices give you plenty of room for error being they are about 2000 apart from each other.
