The right answer in my view is option C.

The right idiom is not just x but also y or not only x but also y or both x and y. x and y have to be parallel.
In option A, x: of the supernatural, a prepositional phrase, and y: they are eccentric, a clause. x and y are not parallel. A prepositional phrase cannot be parallel to a clause. Eliminate A.

Option B: The idiom is both x and y and not both x as well as y. We can eliminate B.

Option D: We don't need to repeat the quality again after but also since quality comes before not just. Eliminate D

Option E: not only x but as well eccentric is not correct idiomatically. Eliminate E.

The right answer is option C. The right construct for the idiom is used. not just of the supernatural but also of the eccentric. x: of the supernatural, a prepositional phrase, and y: of the eccentric, a prepositional phrase. x and y are both prepositional phrases, hence parallel.
