How we can eliminate A, as it is mentioned in the conclusion "only winners of the Order of Merit have gone on to become department heads" which clearly means "All department heads must hold the Order of Merit.

TMC cars has been undergoing some dramatic changes. Gone is the image of a company focused solely upon the US. Now, both the products and the workforce have begun to reflect the global nature of the company. The new works team is composed of people from all over the world. All of the mechanical engineers are the product of an in-house training scheme although, as yet, none of the engineers specializing in hydraulics has won the prestigious Order of Merit bestowed by the Mechanical Engineers Union. So far, only winners of the Order of Merit have gone on to become department heads.

If it is determined that all of the information provided by the passage is true, which of the following must also be true of the works team?

A All of the department heads have received the Order of Merit. > It is not mentioned in the passage. The case may be that, to be dept head, they have to win OoM first.

B All of the winners of the Order of Merit have received in-house training. > clearly the opposite as given in the passage.

C None of the department heads who have specialized in hydraulics are the product of an in-house training scheme. > ", none of the engineers specializing in hydraulics has won the prestigious Order of Merit". so dept heads specialized in hydraulics must have come not from the in-house training scheme. Correct,

D None of the department heads are from the US. > No correlation has been established.

E None of the non-US mechanical engineers who are the products of in-house training have the Order of Merit. > Too broad in scope.

A. there could be other departments as well, which are non mechanical - and we don't know, if they need OoM. for example - Electrical - which will not be part of the mech group, hence, no inhouse training-no OoM etc.

B. It's clear

C. I think C is more relevant because it doesn't mention any of the ambiguous "OoM". There could still be some doubt, because department of hydraulics is mentioned (which is not in passage),

D. is clear
E. also clear.

The last line of the argument says "So far, only winners of the Order of Merit have gone on to become department heads".
It means all the department head must have Order of Merit.
It does not specify which department, so we can considered that it is true for all the department.

Now option A says All of the department heads have received the Order of Merit. This statement has rephrased the Option-A.

So why option A is wrong here.

This is a flawed example. Option A is clearly correct. Option C can not be correct because the Heads of Dept can come from other firms which could have their own in-house training schemes. Nowhere is it specified that Dept Heads are only promoted from within.

C) is definitely the correct however i see why A) being incorrect is not a fair conclusion while talking about the department heads in the question how can we later assume when we come to the answers that all the departments must be evaluated.
