1. Parallelism between Flourishing and offering . Only A, C, D options left
2. Past perfect can be used when there is one more part of sentence which is on simple past.
This is not a case here.
Hence options narrowing further to C and D... By offering more logical.
Hence D is the answer.

Are you sure that there should be some parallelism between flourishing and by offering
Flourishing is an adjective to refineries and by offering is a prepositional phrase modifier (offering is an object of preposition by) for the entire proceeding clause. There is no relation between them apart from the fact that flourishing refineries is a subject to by offering as well. As in, the modified action and the modifier have same subject.
