POE:

(A) flourishing refineries in the Gulf Coast had attracted several migrants from the states of Louisiana, Texas by offering
It is a one time event in the past. Therefore, we can not use past perfect tense
(B) flourished refineries of the Gulf Coast attracting several migrants from the states of Louisiana and Texas offered
Meaning is changed.
(C) flourishing of refineries in the Gulf Coast attracted several migrants from the states of Louisiana and Texas, offering
The flourishing...attracted..,offering... is not logically meaningful. We can't say that the flourishing attracted..
(D) flourishing refineries in the Gulf Coast attracted several migrants from the states of Louisiana and Texas by offering
The flourishing refineries ...attracted..,offering.. is meaningful. Yes, The refineries can attract and offer.
(E) flourished refineries in the Gulf Coast attracted several migrants from the states of Louisiana and Texas to offer
The use of intention distorts the meaning.

1. Parallelism between Flourishing and offering . Only A, C, D options left
2. Past perfect can be used when there is one more part of sentence which is on simple past.

This is not a case here.
Hence options narrowing further to C and D... By offering more logical.
Hence D is the answer.

Uh.. I don't think the approach is correct , although it led you to the right answer. 'Flourishing' is used as an adjective here and blends into the subject (i.e Flourishing Industries) .
Also before you hunt out for occurrences of parallelism , look out for a paralellism trigger like 'and' /'or' / 'but' / 'either.... nor'/'from...to...' etc [As per Manhattan Prep handbook]
