Choice D is out of scope in this question, there is no point over-thinking it.

The scope of the argument is that AFTER the 600 mil has been refunded to TPs, GIVEN the province will need to compensate for it by introducing another tax or firing provincial workers, the net spending cannot increase because TPs will have to give that amount of money back to the province in one of the two stated ways. So the question stem asks whether this conclusion: that the net spending will not increase be weakened or destroyed given the choices being true.

So, choice D is going against the given premise that the money MUST be refunded first to the TPs and THEN we need to see in the choices if the net spending can be changed somehow.

Option E says that the 600 mil will be compensated by increasing the provincial income from another source. Thus, province need not take the money back from TPs and they can enjoy spending the money and keep the economy rolling.

Hi KarishmaB, can you help me here? E attacks the premise directly.

"...or else workers for the province would be dismissed." I assumed that they will get dismissed if refund is given so E does not make sense.

It is a claim, not a premise. "This will happen in the future" is a claim so it acts as an intermediate conclusion.
