Advances in photocopying technology allow criminals with no printing expertise to counterfeit paper currency. One standard anticounterfeiting technique, microprinting, prints paper currency with tiny designs that cannot be photocopied distinctly. Although counterfeits of microprinted currency can be detected easily by experts, such counterfeits often circulate widely before being detected. An alternative, though more costly, printing technique would print currency with a special ink. Currency printed with the ink would change color depending in how ordinary light strikes it, whereas photocopied counterfeits of such currency would not. Because this technique would allow anyone to detect photocopied counterfeit currency easily, it should be adopted instead of microprinting, despite the expense.

Answer should be supposedly A,
A) counters the cost as the add-on part to society value. (Better option among rest)
B) if the counterfeit method is kept secret how will people get to know about counterfeiting
C)The process of microprinting paper currency involves fewer steps than does the printing of paper currency. (Not given nor is supporting the use of special ink)
D)most counterfeits of paper currency were accomplished by master engravers.(not evident)

The question asks us why chose special ink printing tech (SIPT) over micro printing (MP) despite the expense.
Look for something that justifies this cost or something along the lines.
Eliminate B: The essence of SIPT is that it makes easy for everyone to identify counterfeit notes.
Eliminate C: Quite possible that MP has fewer steps, since its less expensive.
Eliminate D: Too bad for master engravers now that advanced printing technologies are here. This doesn't help our cause.
Eliminate E: But the few are enough to wreck havoc I guess.
A remains and is the right choice. It essentially says that cost of MP technology + cost of inspection by experts is significant and we can infer that there is a pretty good chance that it might exceed the cost of SIPT.
