IMO, In the last question III point is not mentioned this way Classical Empericism says to either confirm with observations or reject.

Maybe I didn't understand your question correctly. Where did it mentioned that the first question is an assumption question? This is a primary purpose question.

I mean the answer choice C.

The author is explaining Quine’s position in contrast to classical empiricism, specifically focusing on how Quine reimagines the empiricist response to contrary evidence.

The traditional assumption = each generalization separately testable by observation. Quine’s counterproposal = holistic view, revise any part of the web to fit observations.

Hence (C) is the best.
