Bunuel sir, I consider your point that hydro-based weapons were more with France as compared to Belgium but how can that help conclude that the coastline was only 2%, what if the coastline was 35% or some other random number, still your explanation would apply, there is no way of knowing that the coastline of Belgium is only 2% of France.

anyone please provide any explanation if my point is wrong cause I feel the answer is

We are evaluating whether a statement could help explain the data in the table, not whether it definitively proves the data. The statement must only present a potential explanation for the observed patterns. If, at the time of World War II, Belgium's coastline was approximately 2% the length of France's, this could explain why France had significantly more water-based planes compared to Belgium.
