if we look it carefully the image, its making semi circle on both the end with a diameter of 18 ( height of the gear )
hence it will make one full circle and the perimeter of it will be = 2 * PI * 9 = 18 PI
and hence total length of it will be 28+28 + 18 PI
Hence E 56+ 18 PI
hence it will make one full circle and the perimeter of it will be = 2 * PI * 9 = 18 PI
and hence total length of it will be 28+28 + 18 PI

As per the figure, the length of the belt = 2*28 + 2* length of the curved portion of each side of the belt
length of the curved portion of the belt = Pi * (Diameter of gear/2) = Pi * (18/2)
Implies, the length of the belt = 2*28 + 2* Pi * (18/2) = 56 + 18*pi
