We basically need the perimeter of the of belt.

1. 28*2 = 56 (already given in the figure)
2. The gears form a semi-circle. Circumference of the semi-circle = 2*pi*r/2 = 9pi * 2 (as there are two semi circles)

We could either do this, or, 2 semi-circles ultimately form one circle. So, circumference = 2*pi*r

A certain manufacturing belt is shown in the following diagram. If the height of each gear is 18 and the length of the horizontal portion of the belt is 28, what is the total length of the belt?

Height of gear = Diameter (D) of the gear = 18

Length of the belt = 2*horizontal length + 2*half-circumference of gears
= 2*28 + 2*π*18/2
= 56 + 18π
