A
Since four of the choices start with the word "and", focus on the grammar rule governing "and" following a comma. When "and" follows a comma (and it is not part of a list), what follows "and" must be a complete sentence. That eliminates (B) and (E), neither of which have a subject after "and".
(C) and (D) have a subject ("it") but it isn't clear what the subject refers to. There is no subject in the first phrase that is the thing raising the number of countries recognized, so "it" doesn't make sense in this context. Choice (A) is correct.
