I hold a bachelor's degree in management ( B+) I want to apply for a master's degree in finance in the USA! But I don't know when I should apply to universities and which month is the best to pass the GMAT test ps: I need a scholarship too
so should I cancel the idea of passing GMAT until I get work experience which I don't have an order to get a scholarship ( higher my chances )

It all depends on many factors, the decision to do the masters is yours and if you feel like you want to do masters right now you should. Having said that if you have difficulty to take the decision, choose the schools and program you would like to attend and see if you profile matches that level if yes you can start you GMAT prep right away if you feel like your profile is not good enough you can gain work experience and then try.
about Gmat try giving a mock test and see where you fall get yourself familiar with all the aspect of gmat and if required you can always seek for advise of experts on this forum and decide how long you want you gmat journey to be. but first know the test.
