Option C is correct since the parallelism marker words either/or both followed by a noun. rest all options have errors

Request someone to please elaborate on why E cannot be the answer.

E can not be the answer because of parallelism, if to refer is being used for the first meaning then the other phrase should also have such 'to verb'.

The word foible is a minor character weakness or the weaker section of a sword.

A. is a minor character weakness or Incorrect

word cant be a character weakness, it describes or refers to character weakness

B. can be used to describe either a minor character weakness nor Incorrect

correct idioms - .........either ........or................

C. can be used to describe either a minor character weakness or Correct

D. can be used either to describe a minor character weakness or Incorrect

parallelism error - ...............either to ...........or the weaker ...................

E. can be used either to refer to a minor character weakness or Incorrect

parallelism error - ...............either to ...........or the weaker ...................

parallelism problem. If in the first part "Either to refer to" is there then in the second part "or to refer to...." is required.

C is fine.
