The temperature dropped suddenly last night, which will mean that the shoots emerging from the soil will be killed by the frost.

A) which will mean that the shoots emerging from the soil will be killed by the frost -> Does last night mean something for the shoots. No. Incorrect.

B) an event that will mean that the frost will kill the shoots emerging from the soil -> IC, IC is not correct form. Incorrect.

C) and this will mean that the shoots emerging from the soil will be killed by the frost -> "this will mean" can be said as "resulting" then we need "frost" close to it. Incorrect.

D) and the resulting frost will kill the shoots that are emerging from the soil -> This is better than C. Let's keep it.

E) and as a result, the shoots will be killed by the frost, emerging from the soil -> It is no match for D. Incorrect.

So, I think D. :)

WRONG A) which will mean that the shoots emerging from the soil will be killed by the frost
Will mean is not a logical expression. something simply "means!" or "does not mean"! In any circumstances, "IT WILL MEAN" is not logically a meaningful expression!
WRONG B) an event that will mean that the frost will kill the shoots emerging from the soil
Same as A
WRONG C) and this will mean that the shoots emerging from the soil will be killed by the frost
Same as A and B

CORRECT D) and the resulting frost will kill the shoots that are emerging from the soil.
The two independent clauses are connected in the right way using ",+Conjunctions".
It is communicating the author's intended meaning without any ambiguity and errors.

WRONG E) and as a result, the shoots will be killed by the frost, emerging from the soil

Emerging from the soil is modifying either its preceding clause, giving additional information about HOW that happens or What happens as the result of that clause, or it is simply modifying "frost", the noun preceding the comma! So, in the first condition, it is causing a change in the intended meaning, and in the second condition, it is not delivering any logical meaning!
The frost that is emerging from the soil? It does not make sense at all!

About the first condition, we should ask these questions and see if it makes sense to be the case!
1- How the shoots will be killed by the frost? By emerging from the soil!
2- What happens when the shoots will be killed by the frost? emerging from the soil!
