What about parrallelism here ? isnt this ansgwer is wron as to focus and to worry must be same

To answer your query, here, the "worry" verb needs to parallel "cutting", not "to focus".

Remember, two elements only need to be parallel if they serve the same function; here "to focus" refers to the purpose of "needs", and "worrying" and "cutting" refer to the actions available to the government.

IMO D

Generally in a parallel construction of infinitive verbs with "rather than", the second infinitive can be written without "to".

Eg: I decided to write a letter rather than ringing.
