Percentage changes by year:

1. Increase 20% -> 6/5 i.e. (1+1/5)
2. Decrease 25% -> 3/4
3. Increase 16 2/3% -> 7/6
4. Decrease 11 1/9% -> 8/9

Change up till 1st year -> 6/5
Change up till 2nd year -> (6/5)*(3/4) =9/10
Change up till 3rd year -> (6/5)*(3/4)*(7/6) = 21/20
Change up till 4rd year -> (6/5)*(3/4)*(7/6)*(8/9) = 14/15


Among all the years 3rd year i.e. 21/20 is closest to 1

Therefore, the answer is C
