(A) for me. It took me 01:35.
Splits-
You reimburse someone. You do not give reimbursement to someone. So, on that basis, (C)/(D)/(E) can be easily scratched off.
Between (A) and (B), (A) is correct for it uses a noun (relocation) after a preposition (for the). Also, if you read the sentence without using any grammar rules, (B) sounds way off. (A) maintains the meaning with minimal words and correct grammar as well as sounds better than (B). Thus, the correct choice.

for the relocation / for the relocating

My answer is (A). It took me 01:17.
(A) Seems OK. I did notice the use of "allow reimbursement" in the un-underlined part. For parallelism, "permit reimbursement" might have merit.
Scanning (BCDE) yields no such construction though.
Because I did scan (BCDE), I can eliminate (DE) almost immediately. (I do not scan options for every SC question though. Only do so when needed.)
(D) "giving reimbursement to" is wordy than "reimbursing"
(E) "the giving of reimbursement to" is also wordy. Moreover, it changes a verb-form (giving reimbursement) into a noun (the giving of reimbursement"). It is therefore worse than (D).
I eliminate (BC) for their use of "for the relocating of". When a verb such as "relocate" has a well-established noun form (such as "relocation"), the well-established noun, rather than the verb's gerund form, should be used. It is kind of a way to show deference to lexical precedents.
