My answer is (E). It took me 01:27.
(A) It uses passive voice, which is typically considered inferior to active voice.
(B) See above.
(C) This one is interesting. If we note that "the reserve battalions have enough acceptable soldiers", we may dismiss this option because it seems to say that "none of the soldiers meets the requirement".
In actuality, "all their soldiers do not meet" can mean "not all meet". For example, "All that glisters is not gold".
But we can probably eliminate it for possible ambiguity.

Also, "as normally required" is unnecessarily wordy or formal-sounding.
