Restating the Argument:
The argument’s main point is that crime reduction is crucial for winning reelection. The conclusion is that the mayor wouldn’t have lost if he had done a better job reducing crime, even with the sexual harassment case against him.

Why (C) Is Not Correct:
Irrelevant to the core issue: This answer only tells us that the mayor was unpopular before the allegations, but it doesn’t specify why his approval was falling.
No connection to crime: The argument is about whether crime reduction or the harassment case was more responsible for the election loss. This choice doesn’t address the role of crime at all.
Doesn’t refute the conclusion: Knowing his approval was already declining doesn’t weaken the claim that reducing crime could have helped him win. His approval rating could have been falling because of the rising crime.

former mayor lost his bid for reelection this year.
reason - sexual harassment case against him while he was in office.
but if he had been more effective in dealing with high crime rate, the case against him wouldnt have had bad effect on his campaign.
conclusion- if next mayor wishes to win reelection, he need to lower the high crime rate.

so its saying that case alone was not the factor but at a same time he couldnt control the high crime rate. they are assuming that if he had controlled crime rate, the case might not have had bad effect and he still would have won the election.

A that means people are considering the sexual harassment issue very seriously and they want their candidate to be as clean as he/she gets. so the dealing of crime rate might not matter much to people, but character of candidate matters more. so this attacks the conclusion.
B completely irrelevant. remove.
C but we dont know why it was happening.
D this somewhat strengthen the conclusion though. reject.
E irrelevant. easy remove.
