In a certain school, the ratio of the number of first graders to the number of third-graders is 12 to 5 and the ratio of the number of fourth-graders to the number of first-graders is 8 to 9. If the ratio of the number of second graders to the number of third-graders is 16 to 15, what is the ratio of the number of second graders to the number of fourth graders?

A. 1 to 2

B. 225 to 512

C. 25 to 72

D. 2 to 1

E. 72 to 25
I : III = 12 : 5 = 36 : 15
I : IV = 9 : 8 = 36 : 32
II : III = 16 : 15

Thus,
I : II : III : IV = 36 : 16 : 15 : 32

II : IV = 16 : 32 = 1 : 2
