My answer is (E). It took me 01:14.
This question mostly tests parallelism.
(A) In order to be parallel with "inspect" and "make sure", "have investigated" should be "investigate".
(B) In order to be parallel with "to inspect" and "to make sure", "investigate" should be ”to investigate".
(C) In order to be parallel with "inspect" and "investigate", "to make sure" should be "make sure".
Also, recommend is one of the bossy verbs, so the clause should not use "should".
(D) In order to be parallel with "inspected" and "made sure", "investigate" should be "investigated".
This question mostly tests parallelism.
