Answer is C .. even I got it wrong 😅

Option A only answers y they lied about gas/ water but not about y they lied about the cars

The question to resolve is y lie about luxury item AND basic necessities

A does not answer about luxury items

C on the other hand answers both

E on the other hand answers nothing .. since both the posts r about applicants, what if 90 applicants lie about cars and 10 applicants lie about gas/water.. question is y r they lying for even basic necessities

C
There are 2 types of applicants : a) Those who have luxury items and want to hide it b) Those who are extremely poor and don't have basic necessities but lie about basic necessities.

Option C explains the paradox. Those who do not have anything lied about their background because they want to hide something as other applicants (rich ones) are lying about having those assets. The question stem boils down to why those poor applicants are lying?

A survey conducted recently in the city indicated that most college welfare-aid applicants understate the number of luxury items - such as cars and TVs – that their family owned, in an effort to maximize the amount of aid they can claim from the city. Paradoxically, the same study also found that many applicants claimed that they had running water and a gas connection even when they did not.

Which of the following best explains the apparent paradox?

A. The city does not pay welfare unless the applicants have at least some things working for them.

B. Claiming that they do not have a car or a TV ensures that the city looks at the applicant more favorably.

C. While the applicants may be willing to accept that they don't have certain things, they felt embarrassed having to accept that they don't have most things.

D. Historically, at least 30c/o of the claims have had people understating what they have while only 22c/o overstated what they had.

E. The people who understated what they had were not the same people who overstated what they had.

Can you check the OA again? Option E seems a better choice than Option C.

In option C - the comparison is not made between the people who have things but still understate it, instead it mentions about those people who are willing to accept that they do not have certain things, which may or may not mean that they are understating. However, the second part of Option C- people are embarrassed to accept.... supports the paradox, hence the confusion.

IMO, Option E - is straight forward and does not create any confusion.

Any thoughts?
We have to consider 'most' and 'many' mentioned in the argument. That would definitely help weaken the impact of it on the paradox.
