someone says the OA is (B)

would imply that the publishing of Jefferson Manual lacks creativity
so (B) aligns as per the last line
however, (C) is also correct since the matching of patterns is done from the "past patterns" and this is done "year to year"
but (C) has a slight red flag "Extensive"
the repository of patterns may or may not be extensive
but this was just a very slight flaw, which I thought can be overlooked
