100% in easy qn ( quants & CR)
80% in medium qn
50% in hard qn
90% in easy ( RC AND SC)

The basic answer to your question is that getting easy and medium questions correct along with a few hard ones can get you to 700+.
That said, you have to get a high percentage of medium questions correct to get to 700+. So, here's what I see regarding your case specifically.
Your accuracy in quant is high enough for scoring 700+.
Your accuracy in verbal has to be higher because, to score 38 in verbal, you need to get around 75% of the medium and hard verbal questions you see correct, and to score 40+ in verbal, you have to get at least around 80% of the medium and hard verbal questions you see correct.
So, in verbal, you need to get your medium question accuracy to over 90%, if you're going to depend on your medium accuracy to get your to your goal. Also, your hard accuracy should be at least 50%.
