We can use the teeter totter method (weighted average) to find the ratio of executives to the non executives. A detailed working is attached.

(40x + 45y)/(x+y) = 42

rearranging and solving you find

x/y = 3/2

Solution:-
Non exective=42-40
executive =45-42

executive/Non executive=3/2.
