B: More speed breaker, car will go slow for longer run (support of using Batteries) --- false
C: Supporting Hybrid cars --- false
D: speed limit of nearby cities---false
E: Gas consumption by Hybrid car is equal to Gas consumption by normal cars ( reduce performance of Hybrid cars ) ---- true

A so, speed breakers in Carmenia are suitable for hybrid car powered by batteries

Suitable how? speed breakers in Carmenia are "smaller and lower", meaning cars dont have to lower their speed as much in Carmenia highways as in other region's highways

we don't know the height of speed breakers in neighboring cities.
what if neighboring cities have humongous speed breakers and comparatively Carmenia has smaller but high enough speed breakers for the drivers to drive slowly?

Conclusion: In Carmenia, hybrid cars provide little advantage over cars with comparable gasoline engines.

To prove: Hybrid cars do not have advantage in carmenia.

A. The speed breakers on the highways of Carmenia are smaller and lower in height than those on the highways of the neighbouring cities.
Explanation: Irrelevant comparison between cities.

B. On an average, roads of Carmenia have significantly more speed breakers than the roads of any other city in the world
Explanation: Irrelevant comparison and Weakening the argument. It is suggesting that the cars will drive at lower speed and thus suggesting hybrid cars are better while doing comparison.

C. Hybrid cars typically extract slightly more energy from gasoline than regular cars do.
Explanation: This is a statement which is not supporting any cause.

D. The Minimum Speed Limit in the nearby cities is well above the battery-operating range of a hybrid car
Explanation: Irrelevant to the City of Carmenia.

E. While travelling within Carmenia, the amount of gasoline consumed by a hybrid car is quite comparable to the amount of gasoline consumed by a conventional gasoline-engine driven car.
Explanation: It is strengthening the argument by suggesting that the amount of gasoline consumed is same in both engine and thus car is not running on batteries and increasing the mileage. So this will be our correct answer
