The short lived Corsican Republic was a uniquely progressive nation at its 1755 founding for deciding to grant full voting rights to all adult citizens.

(A) at its 1755 founding for deciding to grant Incorrect 1755 founding seems 1755th founding which is awkward construction

(B) for the decision at its 1755 founding to grant Incorrect 1755 founding seems 1755th founding which is awkward construction

(C) when it was founded in 1755 for its decision to grant Incorrect it seems the corsican republic was progressive only when it was founded which is not the intended meaning of sentence

(D) by deciding at its founding in 1755 on the granting of Incorrect due to 'on the granting of'

The meaning of the sentence conveys that CR was a unique nation- unique in what? unique in deciding at it founding. Hence, answer should be E.
Other choices from A to D also have modifier and preposition issue.
A- "for deciding" modifies "founding", which is incorrect
B- was CR founded with the purpose of granting FVR? No, hence incorrect
C- was CR founded for some decision? No, hence incorrect
D- decide on is unidiomatic. Hence incorrect.

Answer is E.

The short lived Corsican Republic was a uniquely progressive nation at its 1755 founding for deciding to grant full voting rights to all adult citizens.

(A) at its 1755 founding for deciding to grant--- conveys non sensical meaning that it was a progressive nation at a particular time temporarily. It cannot change its status after founding

(B) for the decision at its 1755 founding to grant--'the' indicates as if decision was not made by them and seems impersonal. E seems better

(C) when it was founded in 1755 for its decision to grant-- similar to A

(D) by deciding at its founding in 1755 on the granting of-- conveys that it was progressive by deciding something. Also, on the granting of is too wordy

(E) in deciding at its founding in 1755 to grant-- in deciding seems more correct than for decision as it restricts the action of deciding to the subject

Explanation:
The intended meaning of the sentence is that Corsican Republic was a uniquely progressive nation when it was founded in 1755 and the reason for calling it a uniquely progressive nation was its decision to grant full voting rights to all adult citizens.

(A) at its 1755 founding for deciding to grant
This alters the meaning by saying that the Corsican Republic was a uniquely progressive nation exactly at its founding in 1755. This gives the sentence an incoherent meaning. OUT.

(B) for the decision at its 1755 founding to grant
This changes the intended meaning by saying that it was the founding that granted full voting rights to all adult citizens. This is nonsensical. OUT.

(C) when it was founded in 1755 for its decision to grant
This aptly conveys the intended meaning. KEEP IT.

(D) by deciding at its founding in 1755 on the granting of
This changes the meaning by saying that at its founding in 1755 it was decided to grant full voting rights to all adult citizens. OUT.

(E) in deciding at its founding in 1755 to grant
Same error as (D).

Not b cuz it says short lived i.e when it was founded so in past.
Not a because "deciding to grant "is wrong for uses of "to"

A) Huge meaning issues here. The usage of at implies that it was a progressive nation, only at its founding. Moreover, "1755 founding" implies that there was some other founding in the future. Additionally, "founding for deciding.." it makes seem like the founding was for the decision to grant voting rights. A is clearly out.

B) No major errors here. Keep.

C)The usage of when makes it seem like it was only progressive during its founding. Moreover, the usage of "founded for its decision.." makes it seem like it was founded for the decision to grant voting rights, a similar meaning error found in A. Clearly out.

Final choice E.

D) Terrible construction and overall bad sentence. Out.

E) Compared to B, I like E a lot more. 1755 founding vs founding in 1755 - founding in 1755 is clearly better. Additionally, the meaning in E is more clear. B has "the decision at its 1755 founding to grant..." The usage of to there next to 1755 makes the meaning somewhat less clear. It's almost as if the founding was to grant the voting rights. Meanwhile in E this is much clearer.

The short lived Corsican Republic was a uniquely progressive nation at its 1755 founding for deciding to grant full voting rights to all adult citizens.

wrong idiom -- deciding to grant; thus, (A), (D) and (E) are out

(A) at its 1755 founding for deciding to grant

(D) by deciding at its founding in 1755 on the granting of

(E) in deciding at its founding in 1755 to grant

correct idiom -- decision to grant

Evaluating (B) and (C)

(B) for the decision at its 1755 founding to grant
correct meaning and correct idiom

(C) when it was founded in 1755 for its decision to grant
incorrect meaning..not founded 'for' the decision !!!

IMO, (B) wii be the correct option

The short lived Corsican Republic was a uniquely progressive nation at its 1755 founding for deciding to grant full voting rights to all adult citizens.

Meaning:
Ask the question why was Corsican Republic was a uniquely progressive nation?
Because it decided to grant full voting rights for all adult citizens at the time of founding( just when it started to exist).

'at its founding in 1755' - prepositional clause is the correct usage (during the time when Corsican Republic was founded in 1755)

(A) at its 1755 founding for deciding to grant
1755 founding possessive noun for the year here is awkward, as it requires a verb 'decided' to follow it. Decision already made and present continuous tense usage 'deciding' is inconsistent in this option. Eliminate

(B) for the decision at its 1755 founding to grant
Same issue as option A, 'at its 1755 founding'. Decision is incorrect and it needs a preposition followed by a noun, as a clause. Eliminate

(C) when it was founded in 1755 for its decision to grant

This option gives a wrong meaning to the sentence by shifting the focus to the time when Corsican Republic was formed as the reason instead of the correct reason(giving full voting rights to all adults) for being called as progressive nation.
Eliminate.

(D) by deciding at its founding in 1755 on the granting of
'by deciding... on the granting of ... rights' is illogical as it changes the meaning that the decision is not yet made and it is still deciding. Eliminate
(E) in deciding at its founding in 1755 to grant
This option has no flaws as in the other options. Keep E.

So the best answer choice is E.
