The number of muggings reported is approximately equal in both Denver and Pasadena. But since total money lost reported in Denver is 20% than lost in Pasadena. Definitely as choice (A) mentions there is possibility of wealthier person reporting more money lost than actual which supports the argument.
Choice(B) mentions mode of transport which is out of scope .
Choice(C) mentions kind of weapon used for mugging which is not discussed in passage. Hence not correct.
Choice(D) mentions about licenses used for procuring weapons which is again not related. Hence wrong.
Choice (E) Though this choice looks like an option to be considered ,but it only says about of mode of payment and fails to make of connection between number of reports and discrepancy between total amount lost in two cities.

Is not it should be the other way as per Option A? The people in Denver must have reported 20% more than people in Pasadena.
