Political analysts have, time and again, indulged in vigorous berating of the Electoral College, claiming that it is, technically,not a purely democratic method of selecting a president and that it ought to be superseded by declaring the candidate who receives the most popular votes the winner. The most far-reaching consequence of the Electoral College is that it has led to the development of two political parties that strive for broad appeal. Most other democracies have dozens of parties, many with very narrow agendas. With so many parties dividing the legislature, it can be difficult to get them to agree on anything. In boldface question always find conclusion first then relates bolfaces to conclusion. Here in this questiion, the conclusion is Thus, the Electoral College contributes to the political stability of the nation by encouraging a two- party system . Now, 1st boldface does nothing much to conclusion but it is opposite of what the conclusion says, and 2nd boldface supports the conclusion.

A, B, and C get eliminated because the argument is not opposing the first bold statement. It is evaluating the first bold statement.
It is not saying that the Electoral College is a purely democratic method of selecting a president.
Political analysts say the consequence of the electoral system is a two-party system (hence not purely democratic) and the argument says that two-party system contributes to stability.
E gets eliminated because the first statement is not something the argument wants to establish.
