had + verd-ed is used to indicate an action that started and ended in the past, in this case we are describing an action that started in the past but is still happening in the present, eliminate A, and B.

C uses "that" referring to the internet rather than to " proliferation of computers". Eliminate

between D and E, there is a tense difference, D uses present perfect, and E past simple. Present perfect is used to describe an action that started in the past and still continue in the present when a time frame is not specified, here the year is indicated, so that even though the action started in the past and continues in the present, the correct tense to use is past perfect.

To clarify, while you have reached the correct answer, your reasoning is a little off.

The use of present perfect tense is incorrect in D because the action of "starting" is one that began and ended in the past, not one that continues into the present; the proliferation itself may continue into the present, but the action of "starting" does not.
