Taking a step towards going green, last year the state of Mississippi planned on giving interest-free loans and free installations for households installing solar power generators. Many houses in Mississippi took advantage of this and a report claimed that up to 25% of households in the state were benefitting from the scheme. How E can be answer choice. Argument talks about last year's and previous year's electricity consumption whereas E gives us reason for this year's electricity consumption.

So what is the paradox ? Reports says only 10% has solar. But at the end of the year the state saw an increase in the demand for electricity.. So prethinking is that something came up and that is causing high demands of energy. Let's see the answer choices to see that. before start we have to give a moment to "if true" part. let's go !
A. During an internal audit it was proved that the claims of the report was not entirely true and had been slightly modified. --- which means actual figure was a bit less. let say only 9% has the solar. is it going to explain why new demands for energy came up.
B. Last year, the sunlight hours were comparatively fewer than the year before. --- lets notice that 10% were getting benefit from this scheme since last year. means 10% people increase since last year that are using solar. and still damands of extra light cause less sun/day time. This is not clearly explaining . clearly some hidden fact is there.
C. Most people were not committed towards going green and thus did not take advantage of the scheme. ---- out of scope.
D. Many people who benefited from the scheme wasted most of the energy they got from solar generators in unwanted uses they might have avoided if solar energy had not been available in the first place. --- seems a tempting option. so people started leaving their TV on for longer time but on solar . rest of the energy they are using as it or recklessly, well we don't know. anyways this is not explaining why demands are high.
E. Many new manufacturing plants that use lot of electricity started their operations in Wississipi towards the end of last year. --- clearly the answer. something in a dire need of energy.
I think its a very good question, a high quality one.
