­No it won't since you don't know value of P. Further plugging option here is time consuming. Simply use the concept that we can add ineqalities with same sign without changing the sign of inequality. ­

=> 13 > 2X + 5Y + 2X - 2Y > 12 
=> 13 > 8 + 2X - 2Y > 12

13> 4x+7p > 12 —-(2)
9> 2x+7p >8—-(1)
From equations we know 2x is the difference.
C has 2x=3.2
D has 2x=4.4
E has 2x=5.4

Consider c, highest value for equation 1 will be slightly less than 9. Then 2x addition gives slightly less than 11.2 which is outside actual equation 2.
Consider e, lowest value for equation 1 will be slightly above 8. Then 2x addition gives slightly above 13.4 which is outside actual equation 2.
D does fit.
