In one of the official mocks, I reviewed & changed my answer for 3 questions in verbal section. But since I had ~1 minute left I went back to one of the other unchanged questions to just see if I'm sure of the answer I had marked initially but obviously I couldn't change the answer so I came back to the review screen and waited for timer to run out. 

But when I got the sectional report, it showed that one que which I had checked at the end just to be sure, as "not answered". I'm wondering now should I not go back to any ques once I've exhausted all my edits? Because clearly I couldn't have skipped the que while attempting it in the first go.

Is there any rule/guidelines for this too that I may have missed?­

No, you haven't missed any rule or guideline. As rn1112 and Archit3110 point out, this must be a problem with the official practice tests. Luckily, the actual GMAT is (probably) far more reliable than the official practice tests (this was definitely true for the old GMAT).

I agree that this was likely an error with the GMAC practice exam and I also don't see this being an issue on the actual test. That said, I still would reach out to the folks at GMAC to let them know what happened.
