I was in the same boat as you then I noticed these questions for verbal data sufficiency have to be taken too literally. Start doing that and you'll start getting almost all of them right. For instance, in this one, the word "generally" is the key. The first statement can make you feel like yeah congestion can be generally assumed, but does a specific instance of congestion be generalised for all road closure instances? Not really. "Generally" means something that happens most of the time, we just have one instance. Certainly not enough

Talks about what should we expect with a major event such as the G-20 summit happening. But does not address what should be expected under general conditions, with no major event happening.

Does not address what should generally be expected when we venture into areas with around road closure, talks about something irrelevant.

Taking both together still we cannot say, what would generally be expected , when we venture into areas surrounding a road closure.
e.g.
1) Perhaps we would always expect heavy traffic .
2) Perhaps with proper management and diversion there would be no congestion or traffic at all.
