An Airline carrying 86 passengers has resumed flying toward its destination after maintaining an unscheduled holding pattern for hours. Even given the strong headwind, the remaining fuel would be enough to safely reach the scheduled destination, 240 kilometres away, but the pilots have just been notified of a further substantial delay at the destination. They are reversing course and will proceed directly to another airport, also about 240 kilometres away, for refuelling. By the time the refuelling is complete, conditions will likely again delay continuing to the original destination airport.

I got this question wrong, I don't understand why blank 2 is encountering a serious emergency and not having to refuel at the originally scheduled destination because it says that Even given the strong headwind, the remaining fuel would be enough to safely reach the scheduled destination, so why would they pivot to another airport? The only reason I can think of is to having to refuel at that destination because of the delay? What even does "further substantial delay at the destination" mean, like the airplane is circling over the air unable to land, or the airplane is in the taxi and can't deboard the passengers because the airport itself is busy, no available gates etc.
