I think the statement 1 is ambiguous. The answer would be "No" if you stress out on "all" while reading. It meets 3 of the 4 guidelines, and it's not true that 0/4 guidelines are meet.

Your interpretation is incorrect. You’re reading “does not meet all” as “meets none,” but that’s not what it means. Grammatically, “does not meet all” means at least one requirement is not met. The solution interprets it correctly because Vendor B fails one of the four criteria, so it indeed does not meet all of them.

I did not quite understand the solution. The vendor offering the lowest total cost does not meet all of the CEO’s guidelines.

My thinking is 'doesnt meet all the guidelines" not equal to "doesnt meet one out of three guideline'

Pls help me understand this

I tried explaining this above. Here it is again: the phrase "does not meet all of the CEO's guidelines" means failing to meet even one guideline. Vendor B fails to meet the reference requirement, so it doesn't meet all of the CEO’s guidelines, even though it meets others.
