Airlines are often chosen by consumers based on criteria such as on-time performance, lost baggage rates, and other service metrics. The government provides data on these metrics for major airlines. As the question talks about the airlines and how they are chosen by the consumers based on the certain criteria, it also highlights the fact that these data are made available by the government and for major airlines. In the passage it is mentioned that if they were to include data of all airlines then customer choice would be different. The passage backs up the idea of not including small airlines data as their service tends to be much worse. However if we evaluate the options one by one:
A. It states that the service quality of major airlines, if witnesses a significant change by the inclusion of smaller airlines was reported by the government. Nowhere, it is mentioned that the service quality is reported explicitly and the government is not entirely biased towards one stance.
B. This option can be considered as it talks about how the customer choice can vary
C. This option uses the word intentionally which again shows the biased nature and hence can be eliminated.
D. This argument talks about incentive which is irrelevant
E. This option can also be eliminated as service metrics reported by the government aren't the only factors which a consumer considers.
Hence, the correct choice for the above question is B.

The answer key says (B).
It’s poorly worded and actually contradicts the argument on a close reading.
Smaller regional airlines perform worse.
Adding their data might change choices — presumably away from those bad-performing smaller airlines.
So if anything, consumers might be more likely to choose major airlines, not less.
(E) is too strong in its assumption.
"The service metrics reported by the government are the only factors that consumers consider when choosing an airline."
That’s a bit too strong. It says “only factors.” The argument doesn't need that strong an assumption.
What the argument needs is that these metrics significantly affect consumer decisions, not that they’re the only thing consumers care about.
So (E) is too extreme to be necessary.
Ig - The real assumption is that consumers’ choices are influenced by these service metrics, and would change if they had more complete data — but that’s not well expressed in any option.
