I think the answer is C because that undermines the conclusion that no of article decline due to more time consuming approval process and not due to equipment changeover.

We need to undermine the assumption that the drop in published articles was caused by the equipment changeover.
we're looking for an alternative explanation, something that shows the decline in articles wasn't due to the equipment being unavailable, but due to something else (like editorial changes etc)
