(1) Beginning at Time T, the boat slowed down at a constant rate and continued to do so until reaching point B.
We don't know the boat’s initial speed or the rate of its deceleration, nor do we know how far behind the bird was at time T or the bird’s constant speed. Either one could arrive first. Not sufficient.
(2) At some time after Time T and before reaching point B, the bird overtook the boat.
We do not know how the boat’s speed changed over time (whether it was constant, accelerating, or decelerating). For example, if the boat was accelerating after being overtaken, it might still reach point B first. Not sufficient.
(1)+(2) We know that the boat is slowing down at a constant rate from time T, and the bird overtakes the boat after time T. At the moment of overtaking, both are at the same position, and the bird’s speed is greater than the boat’s speed. Since the boat is slowing down, its speed keeps decreasing after being overtaken, while the bird, after overtaking the boat, continues flying at a constant speed. Therefore, the bird will reach point B before the boat. Sufficient.
Answer: C.
