BF 2 is a premise, and it further supports BF1, helping to prove the increase in dead sea turtles and BF1 eventually supports the Main Conclusion, which is a recommendation presented in the first line of the argument

In above argument
Main conclusion is first sentence : single use plastic should be banned
now the reason is given below
number of plastics has risen sharply in ocean
and the immediate conclusion comes in next sentence increase is probably due to plastic bag
and the reason for this conclusion is being given in the last sentence which will act as the premise to support the immediate conclusion.

Hence if we check from options:

Option E: clearly shows our view Hence E
All other options like
A,B and D is saying BF2 as conclusion which is wrong
C is saying BF1 as premise which is wrong

Hence answer (E)

Option A - The first is not a conclusion - eliminate
Option B - The second is not a conclusion either - eliminate
Option C - I am not sure if we can call the first bf statement a premise? lena is guessing, it has the word probably - she isn't sure - hold on if other option doesn't work then we can come to this
Option D - both the bf are not the conclusions of the argument - eliminate
Option E - bingo - this is our answer. The first bf is not the main conclusion and the second is offered to support the first

Main conclusion - Ban single use plastic in coastal towns.
Premise - Dead turtles found on beaches have increased
Boldface 1 - Plastic bag litter is partly a cause for increase in death. Conclusion drawn from Boldface 2
Boldface 2 - Turtles ingest plastic bags in ocean thinking them as jellyfish. This statement offers a premise to support the conclusion drawn in Boldface 1 that this plastic ingestion is the cause for increased turtle death.

Option E presents the scenario with BF 1 as conclusion drawn in argument but not the main argument. BF 2 is a premise that supports the conclusion in BF 1.

Hence, Answer is Option E

Argument breakdown

the argument starts with the main conclusion and the rest is to support it.
so A & D out.
B is incorrect as first is not used to support the second ,second is an explanation of the first.
C is the best choice as the both bold face are used to support the main conclusion of the argument which is the opening sentence.
E can be discarded as the first bold face is not the conclusion.

I selected E.

The main conclusion of the argument is the first sentence, that single use plastic bags should be banned in the coastal towns. The second sentence provides an observation to support this conclusion. The third sentence is an additional conclusion which supports the main conclusion, based on the second sentences' observation. The fourth sentence is offered evidence. The final sentence can be seen as a premise for the second sentences' conclusion, that is, that because plastic bags often end up in the ocean and are mistaken for food and subsequently ingested, that the dead sea turtle increase is likely related to this fact.

A - The first part of this choice could be seen as a candidate, as the first boldface is a conclusions for which support is offered, but it is not offered itself to support the second. It's describing a potential effect of the cause of the second.

B - This one mixes up premise and conclusion, the first one is more of a conclusion than a premise, the premise are the provided supporting facts of the argument, which the second boldface fits into better.

C - The first is not really a premise in my opinion, it's more of a tentative conclusion, and it is not the only conclusion in the argument (remember the main conclusion is that the bags should be banned).

D - The first is not the main conclusion. Eliminate.

E - This fits the best based on previously discussed reasons.
