Doesn't this signify that the passage is supportive and not just informative?

I don't think so. Those lines show the author reports achievements and uses positive language, but the overall passage also reports major criticism of his image and negative reactions, without urging the reader to admire him. So the tone is mainly informative, not supportive: it summarizes both praise and backlash rather than taking a side.

Why (C) is correct
