This is Graphics Interpretation with two vertical axes, which is where it goes wrong for most people. The bars read against the right axis (total orders, 0 to 100) and the lines read against the left axis (late orders, 0 to 10). Both are in hundreds, so the units cancel when you take a ratio.
Values off the chart, in hundreds:
1. Totals, Center A: Jan 40, Feb 50, Mar 60, Apr 45, May 70, Jun 65, Jul 80, Aug 75.
2. Totals, Center B: 45, 48, 65, 50, 69, 70, 76, 82.
3. Late, Center A: 4, 7, 3, 8, 6, 5, 7, 4.
4. Late, Center B: 3, 6, 5, 7, 8, 4, 5, 9.
The first blank asks for a probability, so you want late divided by total, not the height of the line. April is 8/45 = 0.18, May is 6/70 = 0.09, June is 5/65 = 0.08, July is 7/80 = 0.09. April wins and it isn't close, because Center A's bar is short that month while its line is high. July is the trap: 7 late orders looks bad until you notice the 80 sitting underneath it.
The second blank puts a filter in front of you. Find the months where B's bar beats A's bar first, which gives January, March, April, June and August. Then compare the lines in those months only. The gaps are 1, 2, 1, 1 and 5. August, by a distance.
